The full name of Project 2025 is the 2025 Presidential Transition Project. It is a project of the Heritage Foundation. Poject 2025 is built on four pillars “a policy agenda, personnel, training, and a 180-day playbook.” The policy agenda and playbook are described in a 900+ page document titled Mandate for Leadership, The Conservative Promise.

According to the Project 2025 web site, “the Trump administration relied heavily on Heritage’s “Mandate” for policy guidance, embracing nearly two-thirds of Heritage’s proposals within just one year in office.” The director of Project 2025 is Paul Dans, who was Trump’s chief of staff at the Office of Personnel Management (OPM).
Although Trump is currently disavowing any
knowledge of the project, he is on video praising the Heritage Foundation and, specifically, this project as far back as 2022. In fact, much of Project 2025 is reflected in the Trump campaign website’s “Agenda 47” as well as in the 2024 Platform from the Republican convention. Section 1: Taking the Reins of Government: describes a plan to concentrate the power of the federal government with the presidency making it easier for him or her to control agencies to implement the policies described below.
Reproductive Freedom: Promote anti-IVF and anti-surrogacy positions (page 489) saying all children have a right to be raised by the men and women who conceived them. Criminalize the mailing of drugs, such as mifepristone, which can be used to terminate a pregnancy (pages 457-459). Restrict clinics that provide contraception, STD testing, and pre-natal care for low income women (page 471). Allow employers to deny health coverage for contraception through legislation such as the Conscience Protection Act which allows providers and employers to refuse services based on the idea of moral repugnancy (page 474).
Healthcare: Change Medicare, as we know it, to resemble Medicare Advantage, which is private insurance where prior approval is required for almost any service, providers are in networks, and plans can change annually (page 464).
Education: Close the Department of Education (page 319). Rescind the charter of the National Education Association (page 342), defund the Public Broadcasting System (page 246) and eliminate teachers’ unions, opt for school vouchers and “education savings accounts” funded primarily by state and local taxpayers instead of Federal support for education (page 319). Establish a credentialing body to certify teachers who endorse patriotic values and support the American way of life. Eliminate the Head Start Program (page 482).
Voting Rights: Provide more resources for investigation of “voter fraud” to bolster efforts to overturn future elections. Target absentee and mail-in ballots (pages 562-563).
Military: Require all public school children to take a military entrance exam (page 103). Reintroduce a national service requirement (draft) to fix recruitment issues. Audit courses at military academies to search out “Marxist indoctrination” (page 103). Use active duty personnel to aggressively defend the southern border and review all military promotions made under the previous administration.
Environment and Energy: End the focus on renewable energy, increase oil production (page 286), remove drilling and coal mining restrictions on Federal lands (page 521), and end Federal mandates and subsidies for electric vehicles (page 537). Disband the preponderance of climate-change research at the Office of Oceanic and Atmospheric Research. Dismantle NOAA (National Oceanic and Atmospheric Administration, which includes the National Weather Service and the National Hurricane Center) (page 664) and disband climate change research because of “climate alarmism” (page 676). Rescind all climate policies from foreign aid programs and shut down foreign assistance offices, programs, and directives designed to advance the Paris Climate Agreement (page 257).
National Security: Abandon our allies by potentially withdrawing from NATO (page 94) and questioning support for Ukraine’s defense against Russian aggression (page 182). Allow the Department of Defense and the intelligence community to initiate covert actions prior to the currently required initiation of armed conflict (page 121).
The Federal Reserve: Replace the Federal Reserve with a “free banking” system where “interest rates and the supply of money” would not be controlled by the government, but rather by the banks themselves. Consider a return to the gold standard (page 661). [Note: The Fed was created over a century ago because of the economic damage from private banking collapses.]
Immigration: Dismantle the Department of Homeland Security (page 133). Increase the power of ICE (Immigration, Customs and Enforcement) to arrest, detain and deport “immigration violators” anywhere in the U.S. “without warrant as appropriate” and rescind current prohibitions of arrest in “sensitive zones” (page 142.)
Government Employees: Make loyalty to Trump paramount in the Federal workforce with employees able to be fired at will if they were deemed to be disloyal (page 80) causing thousands of employees involved in professional and policy making to be reclassified as political appointees and to lose their civil service status.
Diversity: Delete from all Federal rules, regulations, grants and legislation the following terms (and more): gender, diversity, equity, inclusion, sexual orientation, abortion, reproductive health, reproductive rights and “any other term used to deprive Americans of their First Amendment rights” (page 5). Criminalize the teaching of critical race theory, white privilege and similar concepts.
